On Site Placement Services Association (OSP) and Cross Level Services & Supports (CLSS) 

Residential Cleaning Partnership


The Residential Cleaning Partnership between OSP and CLSS has been established to provide temporary employment for clients accessing mental health supports and services through CLSS. Through OSP’s current Temporary Employment Agency for Persons with Disabilities, CLSS clients will be given the opportunity to obtain meaningful supported employment as residential cleaners through the housing first initiative project. 

Currently there are twelve housing first projects throughout the City of Edmonton. Individuals receiving services through the housing first initiative are allotted an amount of money to pay for purchased services to assist in setting up and maintaining stable housing.  Temporary workers through OSP’s Temporary Employment Agency will be assigned to complete residential cleaning assignments that are requested by one of the twelve housing first projects.

 

Roles and Responsibilities of OSP staff, CLSS staff and Housing First Project Teams (Employer)

OSP Temp Staff

  •  a group orientation for all potential workers and a mandatory Policies and Procedures
  • support potential workers making the transition in to the temp agency
  • complete the application and employability assessment prior to acceptance into the temp agency temp workers 
  • provide Case Management supports and services as identified by worker and CLSS Staff
  • update CLSS TA’s  on progress of temp workers
  • schedule temp workers for work assignments and communicate info to TA’s
  • when necessary provide on- site worker support and job coaching
  • complete employer agreement with housing first project  requesting temp workers
  • provide estimate prior to work assignment for approval
  • provide cleaning supplies, carpet shampooer and vacuum
  • coordinate transportation for workers if CLSS staff unable
  • complete payroll tasks for worker pay
  • invoice housing first projects monthly for payment of services
  • OSP Temporary Employment Agency will consider and facilitate clients of the housing first projects that meet the criteria for admission to the Temporary Employment Agency

CLSS Staff   

  • pre-screen potential workers and submit completed referral form to email address provided
  • complete and email the medical document for each referral  made
  • support workers through orientation, policy and procedures workshop and the application and employability assessment process
  • provide on- site worker support and job coaching as necessary
  • provide transportation to work site when necessary
  • ensure worker time sheets are completed and submitted to OSP by Monday at noon
  • update OSP case managers, work assignment scheduler and Temp Agency Manager with regular feedback as to what is working and what is not
  • maintain open communication with temp staff via email and phone if necessary
  • will act in a consultative manner to assist clients of housing first projects to access employment related community based services that meet their individual needs

Housing First Project Teams (Employer)

  • make payment for services rendered within 30 days of receipt of the monthly invoice provided by OSP’s Temporary Employment Agency
  • have available copies of worker times sheet should there be any discrepancy in hours worked and invoiced 
  • be the main contact with the apartment complex owners/management companies
  • mediate any concerns and questions apartment complex owners/management companies may have to facilitate a positive continued working relationship between all parties involved in the Residential Cleaning partnership
  • provide OSP temp staff with accurate details when requesting temp workers for a specified work assignment
  • communicate any and all concerns to OSP and CLSS staff as necessary and in a timely manner
  • provide feedback to OSP and CLSS staff to ensure employer satisfaction is being met and to enhance the services provided
  • housing first project teams will utilize OSP and CLSS as per their mandates, to assist their housing first clients to access appropriate employment supports and services to achieve realistic achievable employment goals

   

Process for requesting temporary workers

Housing First Teams wanting to hire temp workers through OSP’s Temporary Employment Agency for Person with Disabilities

  • meet with one of OSP’S Recruiters to sign an Employer Agreement with OSP’s Temporary Employment Agency prior to requesting workers for work assignments
  • when requesting workers for a specified work assignment complete and email us back the Work Requisition form to OSP
  • review the work assignment estimate with OSP temp staff for agreement and approval prior to starting the residential cleaning assignment requested
